pto just spins all the time and when you hook up to it,it stops spinning..no power to pto..

Is this a Deere? If so... I'd say you likely have a charge pump problem or a broken line down in the belly somewhere. If it has Hi-Lo, does that work? Does the FWD disengage?
If you have a pressure problem you want to stop using it NOW.
I'm not overly familiar with the specific layout of those systems but this is generally what you need to do...

If it's a JD check the pto clutch & brake psi on the top of the trans by the shift levers. PSI should be in the 165# range.
