My 535 baler starts roll to abt 3 foot then plugs and wont roll anymore
it keeps throwing hay out front instead of pulling it up into roll

Sound like your not developing any pressure on the tension arm. What is your pressure gauge showing when this happens??? A leaking SCV valve can cause this to happen. You have pressure at the beginning and then the SCV leaks the pressure off. IF that is happening switch your hoses to the other SCV if you have two. The bale turns easier at the beginning and then harder as it gets bigger. If the bale stops turning then the belts are slipping.
Also could your slip clutch be slipping??? Are the drive rolls turning and just the belts slipping or are the rolls not turning. Once had a IH 1066 that the PTO clutch was slipping when under load. Guy was complaining about the baler and the tractor was causing the problem. You need to look things over and get us a little more information.

Is the tailgate staying latched??? What type of hay? What's the moisture content of the hay?

I think welding on the starter roll rectangular bars will not help plugging after core gets 3 ft in diameter(yes it does help starting issues and hay running up the frt belts in dry conditions). I'd still like to find out if gate is coming unlocked as that's a classic symptom of gate coming open. Also I wonder how good of shape the pick-up drive belt(E70675 V-BELT) is in?

Faulty scraper roller overrunning clutch sprocket assy
Material has too high of a moisture content
Pressure relief setting too low.
I would check out the last item first.
This has a total density control system therefore it is important to have the oil level correct and air pressure also.But I don't know about your machine.HTH
Might be helpful to get an operators manual.
