560 governor issue?

I recently purchased a gas 560 and not sure it is running fast enough when I have the throttle wide open. I am not sure if the governor is working correct or not. Any ideas on how I can check this out. It looks as if they have added an extra spring on the carb. Not sure what that might be for. Thanks for the help.
 
Check all external linkage. It should all move freely. A drop of oil here and there won't hurt, either. Beyond that, you'll have to open the governor. It sounds like the governor spring might be weak, that would explain the external "helper" spring. This is assuming that there is no other external drag on the engine, like a muffler full of mud daubers, etc. Fritz
