1000rpm PTO Extension

I have a Fiat 130-90 that comes with bolt-on PTO extensions for 540/1000. I took off the 540 and went to put on the 1000 and realized there is a 'spring pin' (that's what the manual calls it) that prevents me from fitting on the 1000rpm extension.

This spring pin is about a 1/2" diameter shaft that sticks out 3/4" and runs directly in the middle of the shaft. It fits inside a drilled slot in the 540 extension, but the 1000 extension does not have this drilled slot -- so it just butts up flush against the flange. I am not sure if this is intentional or not, but it seems like I am missing something.

Would anyone know what I'm supposed to do? I didn't take a picture, but this is what the extension looks like:

It is probalably a 'shift pin'.it pushes on gears inside to give 1000rpm instead of 540.without it is possible to have those gears bind or fail to shift it 1000.Am not at all familiar wilth a Fiat,other domestuc makes should havesimilar systems.
 
It will spin freely in both directions, and does push in to what feels like an 'engage' position.

I can install the 1000rpm extension over top, I was just worried with that pin sticking out that the extension will not sit flush against the backing like the 540 does -- but maybe that's the point and why nothing was mentioned in the manual.
 
There is no other mechanism, so I'm assuming that when the extension is installed it depresses the pin. When the 540 extension is on, is has that drilled slot so that it doesn't depress the pin.
