Solar fence charger problem

We have a little 6 volt Zareba solar fence charger that we use to fence an area about 50'x100'. It was working earlier this spring but today when I checked it did not work. The battery is good, but when I hooked it back up I still didn't get a shock. When I grabbed the ground wire to make sure it was connected properly I got a shock from it. I checked that the battery was hooked up the right way, and that the wires were hooked to the correct terminals. Is this some kind of internal short that would make it send the electricity directly to ground, or are there other possibilities? Any advice will be very much appreciated.

Ground wire shocking you = not enough ground rod/poor connection at the ground rod/dry ground.
 
poor or weak ground... make sure the ground wire goes to a good metal ground stake driven deep into the ground. pour water around and wet the ground to help it conduct better.

I don't know about that. My old AC fencer died this spring and it did the same thing. The ground wire would throw a spark, but nothing at all on the fence side. Ground was very good. I just bought a new fence charger, but that's a bit more painful of a proposition with a solar charger I guess :)
