Tractor tube

Are you working on a 2 piece or "split" rim ? Does the rim have a removable side ring ? The part you are talking about is called a Flap. Try Miller Tire or Gemplers
 
O know what your talking about but have not seen any in a long time but then I also have not looked for them either. I have in the past taken a small piece of fuel hose and cut a short piece off and doing that works well if you can find it big enough for what you need

That is a flap, not a liner. A liner works on the outside of the tire and between the tire and the tube and if you have breaks or pulled cords it is to reinforce the tire and keep the dammage in the tire from destroying the tube. Commonly called a reliner instead of liner. The flap goes between the tube and the rim. Was used on a lot of rims that had spokes that stuck inside the rim or on two piece rims to make a smooth strong surface for the tube to rest against instead of the spoke end or the gap between the two parts of the rim.
 
Thanks for the replys guys I've got a 4020 dual that the calcium has eaten the metal so bad It keeps puncturing my tube I have ground and sanded on it till I'm black in the face literally but I just can't seem to get the sharp rust off .
