It may also include a sword if its for an officer. So the 2nd article of amendment covers ammo! The claim that the 2A doesnt cover ammo is an argument put for by the left but it doesnt stand the facts of history PS. The USA was making 40,000 standards of arms a year for public arms by 1803. Thanks to the efforts of the office of Arms purator ran by Tench Coxe. Coxe started using a power trip hammer that year at harpers Ferry to make rifle barrels production was greatly increased. All non military government agencies have to get contracts from commerial ammo makers such as Federal Cartridge, Remington, Winchester, and so on. The one point six million cartidges the Homelandsecurity bought is from a commerial company and as such has an impact on how much ammo from that maker gets to the commerial stores. I beieve that if Some ammo maker like Remington has a contract for a small amount of ammo from a government agency and a large contract from Walmart, Midway, Graf"s, or whatever, market pressures will make sure Remington will fill the large one first. Money talks, and when the market demands increase the value or profit of ammo, the maker is going where the most money is. Stuff is still mostly functional- about 3 out of 100 fail to fire in some lots. Lots of this is 7.62x54R, some 8mm Mannlicher, some .303 mk4 ball, 6.5x53R Dutch/Rumanian Mannlicher, 7x57 spanish heavy ball, odd lots of pistol ammo included some .44 blackpowder Russian rounds reenactor group found and tested- all fired of 30 or so tested. European countries find a case in old storage and don't destroy it like they did 20 years back to make a political point- sell it to the US sporting market and get some money to cover government paychecks. Lots of Russian and old German war booty showing up here now as US is best cash market for ohterwise considered obsolete arms. It started back in the mid-2000's, when the military's demand for ammo started straining production. Not so much for the two wars, but for training the troops going into those wars. For example, I used to be able buy Israeli-made IMI brass, but you can't get it anymore. All of IMI's production is bought up by the US and Israeli military. (The US only uses it for training, since it would be politically unwise for Israeli brass to show up where US troops are fighting muslim insurgents.) Next the price of brass went out of sight, which drove up ammo prices and made spent brass hard to come by. Then of course, we had a little panic back in 2008 when everybody started buying everything in sight. Ammo stocks were just starting to recover from that when the Newtown massacre occurred, leading to the current big run on guns and ammo. Having lunch with Shell Oil employees, I asked if things were real slow for them with no oil. They laughed their a$$ off! Said what shortage? It all comes down to one clear fact that way to many politicians in DC, and, unfortunately voters, have forgotten. In this country the government only has powers given to it by the voters, and that power can be taken away just as fast as it was given. I'm just waiting for all of the other mfgs spending billions trying to make the EPA, and other agencies happy over stupid crap come right out and tell them to 'kiss it' and stop making or doing whatever they are doing until the stupidity goes away. I think all it would take would be a week or two of things coming to a complete stop for the folks in DC to get their heads out of their behinds and realize they DO NOT hold the power, and never have, WE THE PEOPLE DO.........
