franky theres not much room in the flatheads. You would be much much better off using a 44. The 44 motor is bigger stock than you could probably get a 30 built to. plus the 44 is overhead valve and has huge cubic inch and horsepower potential.

Some places wont allow a 44 below 4500 or even 5000 lb classes. 30 will make 3500, but I would recommend a 33 or 333, OHV engine, near 200 ci stock, capable of 300ci and still make 3500 lbs... If you want to build a flathead for a 30 go ahead, I would build one for a 81/20/22. Much lighter chassis. 2500 lb class. little flathead can go to 200 cubic inch with a good bore job.

on the flip side the 44 has much wider weight class potential. around here some place will allow as light as you want. we've pulled in the 4000 all the way up to 8000 and won at every weight but 4000

a 33 or 44 might be a better option to build but i already have the 30 and i do pull with it, does alright on transfer sleds, but wont touch a stoneboat. i know of ways to work flathead engines, but really would like to find some places that would offer aftermarket cams, heads, manifolds. and maybe my tires are loaded because with just me on it, no weights on it, it weighs in at 3925
