Looks to me like the plate is orientated correctly, in that pic.!!!, BUT something is holding that plate in about the 1/4 to 1/2 throttle possision. Bent throttle rod??? OR the idle stop screw is too long and set at that idle possision!!!!
Like I said.....ifd you will call me at the # I gave you....then I can walk you through what to look for to get that throttle working right.
It may even be that throttle plate is on the rod, on the wrong side....(plate should be down into the cut-out area on the rod.....NOT on the rounded side of the rod!!!!!?????????
Call me....it won't take long, and I am now in the house for a coffee!!!!

| I loosened the screws and it moved a bit and closed right up, like I thought it should be from my experience with other carbs |

If that was what was holding it.....then the holes for the plate screws are worn/egged out and you need a new throttle plate, and rod!!!!
Time for a complete carb kit, and cleaning!!!
