Looking over your photo, the most glaringly obvious problem you have is an inline filter.

The fellow I purchased a '47 2N from had installed an inline filter. When he sold it to me, he told me the tractor lacked power. I brought it home and pulled the inline filter out. Power problem solved.

I also suggest you recheck your firing order 1-2-4-3 and your reset your gap on the points. They easily slip when you tighten the breaker plate screws. They should be 0.015".

Good luck, and post back.

Not quite sure what you mean by "choking stalls." Do you mean that when you release the choke it stalls, or that when you pull the choke it stalls?

Great news! Thanks for letting us know. Good luck getting that ruff-ness out. Might just be an exhaust leak at the muffler/manifold connection.

Air cleaner seems to be clean. Try this. Pull the air cleaner to carb tube off and see how it runs. If it runs ok that seems to be is just that and you need to clean the air cleaner. Sounds like it is running rich and if the air cleaner is clogged it will cause it to run way to rich
