4020 Diesel will not start?

Can't seam to get fuel to injectors. Metering valve is not stuck. I had the cover off and it moved with the throttle lever. When I remove the bleed screw in the top of the pump cover and crank it over fuel pulsates out. Replaced old transfer pump because it would leak fuel into oil pan and would not pump. The tractor had sat for 8 years inside a good building.

Maybe you have stuck plungers. You can push air at max pressure trough metering valve hole while rotating injection pump slowly, or easier, trough an injector firting hole with rormtor lined up.
You may also try a faster pull start, like shooting for 2000 rpm on the towed tractor.
If it does not work, you need to disassemble.

Trouble is that it is Powershift. It does turn over good with the 24 volt setup.

Not run in eight years? You can be sure the rotor plungers are stuck. I just repaired a 4020 pump this week with the same trouble, and this one only sat unused two years. Needed to use a brass punch to drive them out for cleaning..

What are the chances that the governor has been updated. There is no paint on the pump?

I don't remember ever shimming or reading about shimming 24 volt starter or solenoid.
