4020 Diesel Surging

Bought this 4020 Diesel cheap. Had a friend check on it and said when running, the engine surged a fair amount. He guessed from like 1200rpm up to 1500rpm and back down to 1200. Constantly. Is that probably a sign the pump needs attention? Any thoughts? The tractor has sat for about 5 years, but the previous owner said is was doing that before he quit farming. Tractor did start right up, just surges.
Price for tractor and loader was cheaper than what just the loader is worth so I don't mind putting a little money in it. Otherwise it is supposed to run and drive OK. Thanks for the input - Bob

X2 check for good fuel flow from tank to inj pump. Change fuel filters if not new. If fuel flow is good then IP needs to be repaired.
 
Ditto on the fuel flow from the tank and filters. Then put on a new transfer pump and throw in half a quart of 2 cycle oil in with a tank of fuel. Watch for air bubbles in the filter bowls. Nothing to loose before removing the pump. Good luck.......Ron
