4020 24v starter

I just bought this 1966 4020 Diesel and attached to the starter are 2 round things that the solenoid wiring goes through what are they? they have texas instruments on them. Next question is when the tractor is started cold the steering turns on its own all the way to the left what causes this?

I rewired my 1965 4020 several years ago for two reasons- the wiring was aging and needed replacing, but more concerning was the only protection in the system were circuit breakers behind the kick panel for the lights.
Part of the OEM update kit was the bracket and the circuit breakers in your picture. One for each side of the system.(12V+ grnd, and 12V- grnd)
You might only need to do the bleed (synchronize?) procedure outlined in the manual for the steering.
But the guys that know these systems by heart will probably soon see this and respond.
 

The round things from Texas are circuit breakers that came in a field installation kit from JD to help prevent electrical shorts & fires. Steering valve needs to be reworked.
 
Voltage regulator points would stick and when you shutoff the tractor the wire overheated causing a fire usually behind the block and in front of the firewall since that area was greasy.
The fire usually started after you left the barn.
Those breakers were the cure.
Probably internal leak is your steering problem.
