just bought a JD60 to restore and PS has the same creep to the left problem. Just found this forum but will be back often. My first problem was erratic ignition. Cleaned and degreased the dust cap and distributor cap and seems to be working.

...Original problem was when unit was started wheel turned on its own to the left. With some great advise from fellow yt forum users was told to center valve block assy.and procede with presure setting...

Did the re-centering stop the turning on start up?

...Did remove control and found both valves to be sticking.Polished and reassymbled still cant get a smooth steer have got centered but very erratic...

Did you set the endplay adjustment iof the actuator valve to precisely .0015" using a good dial indicator? How did the cam face and pins look? Divots worn in the cam faces, and or flats on the pins can cause the pins to catch instead of slide.

... and seeing oil/air weaping from fill plug breather assy.Seems to be lot of air in system?...

As was already said, leaking seals in the pump can allow either oil to get out or air to get in. Good news is you can rework the pump as a separate unit to correct this, and then go after the other symptoms.

If you don't have excesive leakage past the vane seals (book shows how to test for this), or leaking out the bottom past the main o-ring seal, you won't necessarily have any real heavy work to do to get this all corrected. Still, if you do need to rebuild the pedestal, a good hoist and a full Saturday will do the job. It can be dirty and heavy, but I would not rate it as difficult.

One quick question before signing off would excessive air in system be cause for the erratic operation ? This tractor has sat for quite a while before us working on so dried up seals are probably sure bet. Just trying not to overthink this one is all thank you in advance

Well, yes, I think that air filled oily foam could affect the operation of that hydraulic system. Since you know that the pump is sucking air, fix that first, THEN you'll be able to evaluate the other symptoms, but because of the air, you know that the pump seals are bad, unless the suction pipe has a pin hole in it, but that should also show as an oil leak when the engine is still.

We were able to correct the turn on start up condition but as i stated then we had a sticky or jerky steer condition and adjusting pressure screw did not make much difference in either direction. You folks have given us some more avenues to try now as the books are i think very vague on the technical info.Never checked the end play adjustment or pins/plate goin back in thanks all!

while it's nice try something simple most of the problems with these systems are simple. Pump may be worn, seals as before. Worm gears and valve controls, seals on lower vanes in main housing. Basically you may be talking several hundred of dollars and a lot of heavy work. Get a manual, if I were you and wanted to keep tractor I'd do a front end tear down first. The get all the clearances out of control valve, rebuild the pump or maybe buy one. Sorry for no easy fix to an age old problem.

Air in the system comes from the power steering pump seals being worn and hard.
