4020 Gas Starting Problems

I have a gas 4020 that runs very well but is difficult to start, especially in warm weather. The engine cranks for 15-20 seconds puffing black smoke intermittently and then finally starts. When it's run for a minute or so and shut down, it will start immediately. The starter has plenty of starting torque and I recently tuned up the engine but did not adjust the timing. The fuel filter is new but I have never worked on the carb or replaced the fuel pump. Any help would be appreciated
 
This sounds reasonable. A leaking valve would likely cause the rich mixture I"m seeing. I"ll give it a try. Thanks a bunch.
 
I tried closing the shutoff valve after shutting down the tractor. After sitting for a day or so, the tractor started right up. Hasn't worked like this for years. Thanks for the tip.
