4020 Brake Valve Problems

I have an early 4020 and I just put an overhaul kit in the brake valve. I put everything back together following my JD service manual. Then I bleed the brakes. Now the brakes are totally locked up. The tractor won't move. But if I open the bleed screws, it will move. What could I have done wrong? I was very careful to put everything back the way the manual shows. Thanks for any ideas.

Hydraulic malfunctions in the valve are almost unheard of.

A guy brought me a valve one time with the same complaint as yours that he had been working on. He had items #4 and #5 assembled together wrong.

The most common malfunction {by far} is that the rubber boots get aged / cracked and let in dirt and water. This causes plungers {#45} to stick and keep the brake applied. Are you sure they are shiney clean and free?
 
I put the brand new complete plungers in. So that's not it. I didn't think it was possible to put #4 and #5 in wrong. I put those parts brand new also. I will tear it down again tomorrow and check that. Thanks for your help.
