Control valve is also an option but in my opinion an unlikely one. Normal PTO spin on those things is caused by a bad brake pad or no brake pad provided you can stop it by hand. Mine was neither but a stuck brake piston - full of crud. I fixed it from the OUTside of the tractor but only after having pulled the top cover and checking the control valve, etc. When I was done the pto still turned constantly but could be stopped with the bare hand. (you have seen the buyer wince when I did that) Before I could not stop it even with a 2X6 wedged against the 3 pt linkage. [Reply]  [No Email]

Again, if you can stop it, probably a brake issue. Spring is certainly a possibility as well as a stuck piston... but if a person can't stop the shaft I'd wager on bad plates. Other way to check that is put a pipe wrench on the shaft with the engine stopped... and see if it will turn the engine. Rod [Reply]  [No Email]

Most likely it is a sticking control valve at the handle. C But it is way too complicated to write it all out here. What repair manual/s do you have for that tractor? You MUST have at least the small (150 page) I&T FO-31 manual and spend some time studying it and THEN ask your questions here. You will also need a gauge that will read about 1000 lbs. You will need to pull the lift cover off to check the pressure. This site sells both the manual and the lift cover casket which you will need. If you have a credit card you can call them at 800 853 2651 and get them shipped to you. The gauge can be ordered from Northern tool. You will need to make up a couple of fittings to get it to hook up into your tractor. Napa should have some brake line and fittings that will do the job.
