You should have no inline filter between tank shut-off and your sediment bowl.Tank and carb have screens. Those paper in plastic filters become soft over time and remember there is no fuel pump it"s gravitiy fead. Those filters when they get soft can create a surge effect,no gas then lots of gas, no gas then etc...........Also make your gas line as straight DOWN to the tank as possible, eliminate or lessen SAG areas as much as possible. Also, make sure your gas cap is vented

If you crank the engine with the choke closed but it does not flood, you have fuel flow issues.

Have you checked the fuel strainers?

If you are convinced that you do not have fuel flow issues (From the available information, I am not.), you have weak spark.

While you're throwing new parts at it you may as well go ahead and add a new ignition switch. They are known to corrode internally and reduce or stop power to the coil.

Pull your air cleaner tube off and put your hand over the intake of the carb and spin it over. You should get a good suction on your hand and gas also. If you do not get both you have either a compression problem or a fuel problem
