I used a three pronged puller and 3 old lawn mower blades. Bungee the blades to under side of wheel and catch them with the puller, tighten the bolt and hit with a hammer.Worked for me!!

i have the same puller you have pictured but the steering wheel in your pic looks nothing like mine as mine has the spokes rubber coated and i am trying to not break up the rubber. the chain link tensioner may work, if i can find one here abouts. i have taken more than a few steering wheels off fergusons and fords but this sucker is just plain stubborn.

is it on a taper too????? I would try a puller. Put regular nut on threads just flush with top of threads. Place puller center bolt down against nut with tension on puller bolt. Strike HEAD of puller bolt while gripping steering wheel with your knees and pull up with knees. Check key when removed to see if it has bitten into hub of steering wheel.
