I have a to20 ferguson. all of a sudden it started melting wires to the guages and now it wont even turn over unless i have a ground wire to the starter.

Almost certainly a bad ground. Fit a longer Ground Lead from the battery to one of the bolts close to the Starter, make sure that it is the heavy gauge "0" cable not the thin type that you would use on your car or truck that is 12 volts, it just won't be heavy enough to carry the amperage necessary. It is telling you that this is the problem when you say it wont turn over until you run a lead from the battery to the Starter.The Dash Panel is insulated by rust from the rest of the tractor now. You should also re-wire it completely as the insulation of the wiring will be damaged, it sounds a big job but it isn't, just replace ONE wire at a time to avoid any confusion. Make sure that the tractor is wired positive to ground as it should be unless you have an Alternator. Yep been there done that.
Had a small electrical fire due to shorting the wires behind the ignition warning light and the generator.
I bought a new wiring loom from this site and fitted it with instructions from John UK.
Whish I had done it years ago, runs great.

I would suspect you have a wiring issue. Possibly a bad ground. Perhaps this is why your wirs melted. The hot side looking for a ground sorce.
if the starer won"t crank without being grounded, I would remove the starter, clean up the face where it meets the block, and the mounting bolts. Bare metal works best. Then give the bare metal a wipe down with a thin oil film and reassemble.
Replace all bad wires, clean battery post to cable connections.
