The correct way is to drill through the Collar and then split it with a chisel. The correct drill to use is very long and you drill from the top down so you don't mark the Axle-shaft but as no-one will have one of those, start to drill in from the side and then before the drill hit's the shaft, split it open. When you fit the new collar, you should heat it to cherry red and drop it into place on the shaft after making sure that the Bearing is all the way on and into the correct position, don't press the Collar on, if it is necessary to do this then the Collar isn't hot enough and you will damage the Shaft and the Collar and they will not stay in position when cooled. When you drop the Collar into place you must quickly knock it into place before it cools.
