This is obviously a governor but the question is referring to what is the tag all about?

Yes you are absolutely right. M&W had a raised molded tag. Might be a Thompson Rock-It governor, if I remember they had a tag on the tube.
Either way they don't offer much more power than factory governors, but my understand they have a much more precise control.
 
I may well end up changing it back to IH and selling it off to offset the cost of some repairs and paint I have planned for this tractor.
 

I've seen more with the riveted on tag than I have seen with the molded on logo. Also, it has been enough years now that just because it says M&W on the tube, doesn't necessarily mean there is M&W stuff inside. The M&W will have 4 flyweights. The original IH only 2.
 
Just like IH they changed things from time to time. Besides the throttle tube the number of weights. Don't know if you can see in the picture that its 2 weights.
