1948 super a carb and governor

I ended up getting a rebuilt carb for my super a as I found rust and all sorts of broken parts in mine from sitting outside. The rebuilder said it was good to go and tuned to his super a. Now I know that it has to be tuned to the tractor but in my manual it only shows an idle screw? Also, I got a new spring for the governor because it seems to have some issues there too. I can push the rod a lot farther and get some good rpm out of it. This tractor was all original when I got it, old ladies dad bought it new. So I want to make sure with the new carb that I adjust everything back.

Basically when I push to full throttle about halfway there it starts revving up and then seems to drop back a little. It barely has enough power for 4th gear. Seems to idle okay, but it does hiccup every once in awhile.

Before throwing money at new parts do a compression check we dont care about reading if they are all near the same but if they read 65 or so you need some repairs. SA should take off in 4th easy. Mite even need gov work if it doesent wind up good.

I will do. It starts very quickly and easily, not blowing any smoke and coolant looks good. But I still will do a test. I think the guy just sets up the carbs to get the tractor running. Mine is also electrionic ignition. I did notice that the governor seemed to have been adjusted before by the previous owner. Not sure if he knew what he was doing after seeing some of the repairs made..
