Hole under seat in IH 584

We have an IH 584, recently found the hydraulic fluid had a lot of water in it. We drained the hydraulics several times washing the tractor out with fresh fluid in between. We found a hole under the seat on top of the casing that looks like it had some sort of plastic filter should be in the hole. The tractor was sitting outside and this plastic fitting was missing, we assume that is where the water got in. Our shop manual does not show this hole, does anyone know what should be in there?

Thanks Duane, that sounds correct. Do you have any recommendation about the hydraulic fluid, we have changed it several times and it still looks milky?

Well I have good news and bad news, the good news is you have found the problem the bad news is, do you really wan to hear this?, you are going to need new oil. You can store it for several months and put it through a water separator several times but that will not take out all the water. The other thing is buy or make a centrifugal filter but that is price prohibitive, you could buy new oil for that much twice over.
Drain and flush with diesel and heat.
 
Flush with diesel and Heat? Meaning fill it up with diesel and flush
it out?
We did flush with hydraulic fluid ($$) but it still seems milky. We
didn't think about using diesel.

Yes a couple three quarts of diesel and a half bottle of Heat.
