I have a '48 M runs 22-23 mph on the road 14.9X38 on the rear is my governor way up or does it have a special gear.
 
No special "gears" are in the drive train in 5th, it is direct to the differential. A W6 Gear set (ring and pinion) could make it faster, but RPM is more likely. They get turned up for tractor pulling. It will live at 2100 RPM if good oil is used. Check it with a tach on the 540 PTO to see if it is running fast. (remember that the PTO speed is at engine load speed, not no load wide open) Jim
 
My S/MTA is setting on 16.9x38's and is 15% over stock RPM's When on the road in fifth at full throttle ya best have your hat on tight or a chin strap as she will do around 28 clocked by a pick up . a 460 gasser with 15.5 Firestone super all tracks with a bypassed gov. and cranked to around 5500 will get you better then 65 chasing a pick up down the road . Don't ask.
 
Think u hit it running about 855 on the pto. This would probably explain the slope at an idle that I can't seem to get out of it, not the rpm, but may have a pulling cam of some sort that would explain why it chews my 400 up and poops it out.
 
Engine would really be over on the RPM if turning 855 RPM on the PTO, Unless someone put a I-6 input and constant mesh gears in.
 
I would really like to hear the reason you had the 460 turning 5500 and chasing the pick up that sounds like a good story
