Anything can be done, the real question is it economically feasible? IIUC (if I understand correctly) some one made a torque multiplier you installed in line on the steering shaft and plumbed hydraulics to (from the tractor's hydraulics or an add on pump) that gave you power steering. You might be able to scout up an aftermarket system or find a parts tractor that had a factory system to cannibalize parts off of to get power steering.
 
they came out with power steering as an option. I have power steering on 2 of my W400's.
