Have 1945 "A" I'am not getting my max. rpm, do I have gov. problem ? Whem throttle is max/gov. control rod, carb is only openning 3/4 throttle load or no laod.

Wit the engine off remove the clevis pin going to the carb. Now open hand throttle then adjust the clevis holding the throttle rod going to the carb wide open. The clevis probalbly will be hard to turn and you should remove that rod from the carb so you can get the clevis to turn free and easy. If then you want more RPMs turn the cap screw on top of the gov housing out. That should solve your problem unless the gov spring in the gov is broke.
