With the distributor out of the tractor, should the distributor
shaft turn freely? During my overhaul i replaced both gears
because they were sheared badly. Right now it takes everything i have to turn it by hand. This is probably why the geara were bad. What
is in the distributor that causes this, bushings, bearings?
 
Too bad you didn't take out a couple of screws and remove the breaker plate while you had the driven gear removed, then you could have removed the shaft and advance mechanism from the distributor for clean and repairs, as needed.

To answer your question, the distributor housing is bushed.
 
If it turned okay before the gear change you ended up with no shaft endplay after putting the pin in the replacement gear. Or let the shaft push toward the point plate and mess the weight guard up. Also find them that someone used to long of screw in the condenser or point contact mount and mess the guard or other things under the breaker plate.
If you have end play, remove points and the terminal post from the distributor. Then the 2 cap clip screws and one other from the side of the distributor. Lift the breaker plate out then check guard, springs, weights and the weight pins. Shaft can be removed from the body after the drive gear is removed.
 
Within about 15 minutes here i got that distributor back out and tore it down. Id never had a distributor apart before, outside of putting a petronix kit in last year. The shaft was extremely hard to turn when i tore the motor down in july, so i dont believe anything here was what i did.

Once i got it apart everything was pretty rusted in there. I will be looking to replace some hardware. Would the weights be ok to reuse, or what all would you guys replace in this situation?
 
If the pivot holes are not worn egg shaped to bad try to reuse. Case IH, Fiat or whoever they are now puts a heck of a price on parts for those distributors.
