Farmall M is not getting fire. could this be the magneto, points or condenser? Or maybe all 3? Is there a way to test these parts before I buy new ones?

always start with the points - it's the most common source of trouble, and cleaning them is free.

I did clean the points and set them at 13, points still look good.

it is very seldom that a set of filed points will not work. that is one thing with points , is that you can always get out of a bind. just carry a point file and feeler guage. sometime just cleaning them is not the answer. you have to actually file both contact points flat to get the pitting flat, which is caused by the condenser. when you see blue burn't contact points that's an indication to replace them.
your problem most likely is the condenser needs replacing. check the rotor and cap also. plug a spark plug into a wire and ground it and crank the engine slow and when impulse trips you should have nice blue spark. take notice that impulse must be working also. make sure your plugs are good also.
