Well, were slowly getting time to work on the 400 gasser but
have a few questions. Had a headgasket leak. Coolant in oil.
Got the head reworked. I searched here and online for the
cylinder wear specs but come up with little help. Here's a
picture of what the cylinders measured. Are these out of spec
? Thanks guys.

If there is a ridge at the top of the cylinder, it is time to replace the sleeves. If there is no ridge, most likely that cylinder is not worn enough to need attention.

I do not suppose you know if that engine has ever been done before? With those numbers It may be possible that it has an over-bore kit already installed. What did the pistons measure at?

Yes there's enough ring ridge I can snag my finger nail on it. I
think it's time for a complete o/h. Just wanted more opinions.
Thanks

(quoted from post at 09:20:00 08/12/14) I don't know if its been rebuilt or not. This is on a friends machine.

That tractor is 60 years old. I would bet it has been rebuilt 2 or 3 times by now.

According to ISS-1039 manual page 9 states the 264 stock bore diameter is 4.0 inches, replacement is recommended if the bore measured at the top of piston ring travel is over .008

A measurement of 4.125 would be the direct drop in thin wall sleeve that is the normal replacement sleeve for those engines since about 1958. If you can feel a ridge I would recommend replacement but of course it will work with your measurements unless it is scored. Have to be sure to measure pistons also as they often collapse some and give you more problems than the wear in the sleeve plus the top ring groove if most likely worn and need machining and a shim if reused.
