1971 Gas 544 IH won't run

Points in the distributor were bad so we changed them like all the times before. Replaced the cap and wires and plugs. We have the firing order correct. But all we can get out of it is a backfire. Fuel system is all good. It was just running rough before we started.
 
You need to bring No1 piston near the radiator to TDC on the compression stroke. Then remove the distributor cap and see where your rotor is pointing. It should be at the No1 plug tower.

Note which way the rotor is turning, your plug wires need to be in this firing order on the cap to the correct plug. Hal
