Zenith float level

Have a Zenith carb. 366463R91.
It is on a c-123 Farmall engine which I installed on a super C.
Can anyone tell me what the float level should be?
I have had it not fire, spun the engine from another tractor through the belt pulley,no fuel.
Set the float level higher, fire on it's own, but always short on fuel.
Set the float higher, then the needle doesn't shut off the gas. Will run but with full chock.

With the casting inverted and gasket in place, float height should be set at 1 5/32" as measured from the top of the gasket to the bottom (which is now the top) of the float. Fuel level in the bowl is 15/32"
