Can't tell you for sure but when I have trouble with hydraulics I do the following:

Make sure I have enough rpms, check my hose connections and gate valves if applicable, Look in the implement manual to see if maybe the lines need to be bled of air. Only ran into that last one once and it was planter markers.
 
If it was while raising the first time after sitting, I'd say it's losing prime, try moving the draft control all the way to "heavy" and see what it does.
But on the way down, I wouldn't have a clue.
