Saginaw hitch question

my back blade is tilted about an 3/4"-1" and the tilt is annoying when I'm trying to grade some ground level. I tried to move the vertical hitch arm bracket but I couldn't budge it using the 2 posts sticking out. Do you need to do something with the nuts at the top or bottom of the bracket to get it to level out? thanks, Anthony
 
Are you talking about the jam nuts on top of the
adjusters???? They have to be backed off to loose
before trying to use the leveling jacks.

If it is an older hitch,sometimes they are
frozen/rusted. I had to heat mine up to loosen
them.After I Anti seized the threads for future
adjustments.
