Engine surging on C301 in a 706

Tractor is back together after engine change. Engine likes to surge back and forth from low rpm to high rpm. Changed governor but did not help. Governor arm is going back and forth with the loss and gain of rpm. Will settle down and run good at higher throttle setting if you calm the surging by holding the carb shaft. Seems to be loading up and then takes off then compensates for the rpm and backs off again,. Carb seem to be a problem. Idle screw can be screwed totally in and will still run. carb has been rebuilt with a kit. Carb is in great shape but there must be something wrong with it. Have any of you gentlemen out there seen this problem and how did you fix it?
 
You haven't got the governor synchronized with the carburetor. Anytime you R&R The carb, it has to be re-done.

It's kind of a procedure. Have you got the IT Manual? It is in there.

Guarantee you tho, that's the problem.

Carb is trying to pull it to idle while the governor is trying to speed 'er up. So, it "hunts".

OK, unhook carb link to governor, pull throttle lever to full throttle position. Put carb butterfly in wide open position. Adjust length of rod so they just match. Shorten rod one turn from that so when governor opens up it does not slam throttle shaft in carb against it's stop. (slamming it against it's stop is very hard on the shaft and bushing causing premature wear). Then , when you get it running at a speed where it hunts, screw in that little bolt on lower end of governor housing until hunting quits. A good lively governor will usually hunt just slightly one time when opening throttle from lower speed. If you screw it in too far carb will not idle down. If screwing in does not help, check for broken or loose bumper spring in governor. Lean mixtures or other wise poor tune will also cause hunting.
