Help needed to start 284

Just bought a 284 IH tractor. We did a valve job now the tractor will not start. Checked valve clearance and timing. Spark is good wires are correct. Try giving stiff of ether and still nothing. Looking for ideas from some old time tinkerers.
 
Was the distributor removed during the valve job? Either way read the replies to Danby's post "starting my 300u" from 5/6/14. I think most of the thoughts there apply to your 284.
 
Check your compression and post the readings. Check your plug wires to make sure they're in the correct firing order. If you pulled the distributor I would bring No1 piston to tdc on the compression stroke. Then see where your rotor is pointing. Should be at the No1 plug tower. Hal
 
Was the tractor running when you bought it? You can have fire to your plugs, but they need to be in the correct firing order on the cap. If the rotor rotates cw they should be install on the cap like this: Hal

I checked wiring and firing order. I also checked valve timing I thought cam had slipped time. All checked good. The compression seems alittle low at 75 psi. I added alittle oil to the cylinders and compression stayed the same. What has me really baffled is I put some fuel in each cylinder and still nothing. The thing I am not sure of is the vacuum advance system.
