400 Carburetor

Can only get to run on choke. Have had off and cleaned since tractors been sitting for 15yrs. I"m thinking float and needle valve are not doing what they should. I know float sticks open occasionally since gas will start pouring out when not running until you tap on carb. Any insight is appreciated.

If it sat for 15 years, that carburetor needs a complete disassembly, thorough cleaning, and rebuilt.
