Got a 1947(i guess, no serial number plate)and the Governor wont govern. Tractor starts and idles but will not seek when the gov is required . Can advance throttle by hand but it catches and doesn't return. The is nothing on the gov in the manual except to take to IH mechanic. There are gov's for sale but they list two styles, grooved and flat. any knowledge and insight will be appreciated. Thanks Henry
 
too far from me to be able to help much.

check to see if gov. is hooked to carb. it apparently is. there are 2 rods hooked to carb. 1 is choke and the other is gov. you should be able to move gov. rod a small amount. rod should move as you move throttle. try that.
 
Can you explain more what you mean by "catches and won't return?"

Are all the parts moving freely? Is the spring in place?

Start at the throttle handle and follow the linkages into, then out of, the governor and make sure everything moves freely. You may need to squirt some penetrating lube and work things loose.

The spring is visible if you shine a light in from the left side and look across the front of the engine at the top of the governor. If it is stretched or missing replace it. It can be done with a long needle-nose pliers and some patience.

Owner's manuals don't tell you much about "mechanicing." Service manuals are what you need, but even those expect that you know more than the basics about wrenching on tractors. Don't set your expectations on an illustrated step-by-step procedure for taking your tractor completely apart and putting it back together like a Lego set.
