I have a dozer that wont turn right also the brake stopped working before winter it worked fine

The right track clutch has likely become disconnected at the linkage, rusted/corroded/gummed up or frozen in the connected condition.
The only way I know to free it is to make sure it is being actuated by the lever, if so then work that clutch against a hard push while pulling the lever. If the clutch is locked up the brake will have little effect. The linkage might cause both to stop working at the same time. Jim
