C won't start

Going through the annual starting of the tractors and one of my C's won't start, always an easy start. Fairly new battery spins it fine, sparkplug has spark, has compression and is getting gas. What could have happened over winter that I should check?
 
i have had water get into the gas. have someone
hold hand over muffler, check to see if air is
coming through and is not stopped up/
 
Hold your hand over the throat of the carburetor while a helper makes an attempt to start the engine. If there's very little suction is an indication of low intake manifold vacuum. Make sure your sparkplugs are firing. Hal
PS: If the sparkplugs haven't been changed lately I would install a new set.
