Rust Converter

Chassis saver is pretty good. It depends on what you're wanting. Many rust coverters are like epoxies that bond with the rust and provide an air barrier. The government uses it as well, but there are special instructions when painting (I think you have to paint while it's still tacky if I recall).

Now, if you are talking small parts, you can boil parts, which turns the rust black, stopping the reaction and helps protect metal. It's actually how you blue a gun. But you have to maintain it.
 
I've used plastikote rust converter for years works good for me but its not as good as sandblasting or other good metal cleaning methods, I use it where the final finish isn't a big deal.

I have used it on plow shanks, wedge clamps and other stuff that just defies a complete cleanup job. Even after a good brush down I tend to use it if the rust was bad. If you want a smooth finish you will have to sand it after it is dry. The finish will be kind of flakey.
 
I have used Gempler's Rust Converter and it works well but does not work over any paint or on bare metal. Needs surface rust to work. Can see at gemplers.com
