I was looking at a Case IH 685. Shut the PTO off and shaft still turns; you can stop it with your foot as friction. does this mean more problems like Pto will slip? Nothing to hook it to to test it.
 
Hi Wolfman, does it have a cab? Most times it is the lever mechanism to PTO hydraulic valve on top of the MCV valve under the left foot rest. Usually by using a good penetrating oil and working the lever back and forth and spraying penetrating oil along the control arm. Sometimes you have to lift the rubber boot over the valve and spray it.
Also check for junk down in behind the seat binding the PTO lever mechanism.

As JimB2 also said it could be the accumulation of debris around the linkage. Yes it should stop turning when in the off position.
