Working on a '47 Cub that is hunting. Carburetor rod and rocker-shaft is adjusted right and now the IT manuals says to eliminate hunting is to turn in the bumper spring screw but not to far. I turned it in 1 turn, but still hunts. How many turns in would be to far?
 
Assuming you don"t have a fuel problem causing the surging and the governor spring is good, turn the screw in or out until it smooths out. It may take a few adjustments before you find where it needs to be.

I would take out the bumper spring and check it as maybe its rusted,broke or something else but it does need to be in workable shape to do its job.
