Farmall M with MW governor not idling

I have an M with what I think is an engine from a 400 installed. My problem is the engine runs at full throttle with no response to throttle position when idling. When under load the engine will respond to throttle position and I can speed up and slow down as it should. It has an M&W throttle and I think governor. Is there an adjustment or a weak spring to replace to get the governor to work right at idle?
 
the 400 & late M's are for the most part same engines , if it has M&W gov. it will say that on the tube that runs to carb. & it will have 4 flywieghts inside instead of 2 , as far as you problem im not sure what your trying to tell us , RPM doesnt change no matter where the throtal is untill you under load? does the gov. arm on the back side move when the throtal is moved ? is the linkage & springs good under the hood on cyl. head ? take the side cover off gov. & check for broken springs or other parts .need some more info on this one
 
Pull the bolts off the side cover of the gov. and take a look . (1) see if the spring that hooks to the two arms is flopping around in big holes. (2) If this is the case then the bushing in those arms are long gone . There is suppose to be tow harden bushing in those cast arms and the holes are beveled on each side and the hole is a little larger then the dia. of the spring wire . The spring does two things it regulates just how high the RPM is suppose to get at a give tension and ALSO push it back to idle . Then also the thrust bearing could be shot . Then you also have to synchronize the gov to the gov. linkage to the carb . Then ya need to go thru all the throttle linkage and repair rebuild and fix .
