Loose seal on front end spindle

I was packing the wheel bearings on my 1566 and I took the hub off and the seal kinda just fell off the spindle. The seal is supposed to press on to the spindle tight and the new one went on pretty loose. The other side was fine. I pinged up the spot where the seal sits and put locktite on it but the new seal still went on pretty loose. I would assume the seal will just sit there and roll around on the spindle. What should I do about this put some jb weld on it or weld a little on the spindle and grind it down or just leave it alone? Thanks
 
Loctite is the answer. That is one of the original uses of it when it first came on the market was to hold loose bearings and seals in place. Not a good idea to ding up the spindle as that can cause spots for stress cracks to start but too late to worry about that now. Get it spot clean and preferably use a Loctite primer on seal and spindle. Hanging a trouble light on it for a half day will help cure it before assembling hub.
