650 diesel governer

my 650 wants to go to full throttle but if I play with the lever and shut off the fuel and then bring it back to idle or a little higher it will stay for a little bit then start speeding up. when I pull equipment the throttle can be set where ever I want it doesn't surge and is right there to keep it from stalling out. my question is what is going on in the pump to do this? could it be the weights are wore out or is there something deeper? thanks for the help
 
It is common to see these old pumps that have either run dry or are gummy-rusty. Try putting some high detergant oil in and run it awhile to clean it up a bit. Detron 4 is what I would try. This may not help, but I would try it before throwing money at this pump. I have spare gov. parts if you need anything inside. 231/757/0064
 
do I run that in the pump itself or in the fuel mixed? I should have said that it had been sitting for awhile before I bought it and the pump dose get fuel in it too but I always turn off the fuel so it doesn't go in the engine.
 
If that is a B series pump (no scavenging pump/return to the tank but a bottom sump drain instead), and that drain plugs up and fills the pump with fuel, it will do strange things like you describe. Run a wire up through the drain and make sure it"s clear so the leakage fuel from the distributor valves can escape and see if that makes a difference. E-mail is also open.
 
Run the oil in the crankcase of the pump. Run it for a few hours, then drain out and replace with a good 15/40. If you are getting fuel leaking out the vent, then your lift pump drive seal is in need of replacing. I had trouble finding the last one I changed a few months ago. Case I-H dropped the seal from their stock. Cost for this seal with shipping will eat up a $100.00 bill. It isnt any bigger than a nickel in size, but they bend you over when you need one. Wish I had bought a doozen extra back when I could. Havent found a source for this seal now. Good Luck. Al Baker 231/757/0064
