Sorry no pic but on my h there is a rod bent to be a crank down by belt pulley engage rod is that according to what little I can read of the sticker says open and direction arrow . Open what and it is seized up and doesn't turn. thanks for the help

That is a crank for your shutters.
 
jeds right. at one time it had linkages that ran down the right side of engine (probly gone now)to the shutter assembly on the front of radiator. that crank would turn to adjust. Most shutter assembly's were bad to seize up. alot of assemblys and linkages were taken off and discarded when they become to not work.
 
Shutters were used on lots of older tractors to maintain coolant temps hot enough to burn kerosene or distillate. Simplest of them wee just curtains that blocked air flow thru the radiator. Later on the were changed to vane types that could be adjusted from the tractor seat so you didn't have to stop and get off to adjust the shutter. The vane types were notorious for sticking and rusting fast, so lots of them were removed especially after most started using gasoline instead of distillate. The crank you refer to was used to adjust the radiator shutter. It's almost certain that your tractor was originally built to burn kerosene or distillate.
