Well this is not a flame at all, just info.
The tractor is either a row crop tall tractor (Farmall) like an H, or a Utility tractor short wide front (International).
The 300 series of either never had 12volt from the factory.
All were 6 volt, and positive ground.
The starters all work with either 6 or 12 volts with no difference in rotation when using positive or negative ground.
Thus the starter could be the wrong one, or rebuilt incorrectly.
There is a new starter drive that uses a cushion pinion and no big flat wound spring. Much better.
The starter motor must turn the engine Counter Clockwise (from the drivers point of view) thus the starter turns Clockwise from the drivers point of view.
Quite often, the reason a starter fails to engauge is because it is getting poor voltage.
A starter needs 250 amps to slap into action. (in the winter it needs more).
Make sure the battery is charges the cables and terminals are clean and shiny to conduct, and the cales should be 1 gauge at least. Jim

If it's trying to engage and just "grinding" on the starter ring, take it to your local auto-electric place and have 12 V. field windings installed. Windings will run about $75 above any other service they may have to do. Even if the starter drive is bad, do the 12V winding... it will save you future trouble. My 240U was doing that and the auto-electric guy said what happens in a lot of cases, is the starter spins up to speed too quickly and can't engage. may work fine at times, and may never cause a problem, but I can tell you mine starts quicker than it ever did, even before when the starter engaged like it should. On mine the drive also had to be replaced and new bushings and brushes... ran about $180 or $190, but I have a "like new" starter and it's never started so good.
 
I don't have a major protest on replacing the field, many on here don't bother and have no issues. The starter drive is spiraled out on its helix from inertia of the drive on the shaft. A 6v starter on 12v spins up faster. The new drive is the real deal, and solves the problem. Not a Flame!! Jim
 
I had this very same issue late last fall on a 300u.
Change drive unit as recommended and she started right up and has every time since. I can't for the life of me see why the other did not work, 'cept maybe is was greasy and clearly some frozen icy crystals in grease.
