I've checked the spring in the governor housing and it is intact. It starts easily but woun't rev much past idle. What else?
 
Truster bearing on governor shaft. If there is play in governor fork you will not pull spring enough to open carb. oldiron29
 
The other ideas are fine. I would start with the linkage from the hand lever to the governor. It should provide a full travel to the governor input lever as the hand lever moves from idle to full throttle. If not make it so. The linkage can be disconnected at the governor and moved by hand to assure it is in the governor, and not the operator side linkage. Jim
 
Your input shaft from the throttle must wobble bad and the linkage to the carb needs attention to see if its correct.
