F-12 governor connecting rod question

I have rebuilt my carb on the F-12 and am now in process of re-installing. I have made a felt gasket to fit in the governor housing and aim not sure the adjusting governor connecting rod was set right. As it was it seemed to close the butterfly a little on the carb. I have to adjust the rod out or extend it to get the butterfly fully open.

I can easily extend because there are plenty of threads to do so.

What should be the proper setting for this?

You use the idle speed screw on the carb for that, not the gov rod. Theres a long, drawn out procedure for adjusting the gov and the linkage connected to the carb is part of that. I don't mean to sound rude, but you need the manual to do that.
